Barney Frank's Online Gambling
Legislation Looking Good Says Iowa Lottery
Sure, there are plenty of skeptics who don't think
Congressman Barney Frank's legislation to regulate
online gambling will not pass. And rightly so. Let's
face it - there is still a great deal of still
opposition to online gambling from special interest
groups and the religious right. Yet, amidst the doubt
and uphill battle, there are some who believe Barney
Frank and the countless supporters of online gambling
regulation are going to get it done. One of these is
none other than the State of Iowa. Now, me personally, I
just thought there was a lot of potatoes in Iowa. But
apparently, online gambling and potatoes go
hand-in-hand. The Iowa Lottery especially thinks that
online gambling regulation stands a good chance now that
a more liberal Congress is at the wheel and the economy
is still in dire help. Sounds like a breath of fresh
air, doesn't it? The only thing is that instead of
prepping to open the market and develop guidelines for
regulating online casinos, Iowa is thinking about ways
to protect it's land-based gambling interests. Or
rather, I should say the head of the Iowa Lottery, Terry
Rich, is thinking about this. It looks like Rich is even
breaking a sweat and soiling his pants, going so far to
write a letter to the Iowa State Board urging them to
implement measures that would protect the Iowa lottery
from competition online. Now, to be fair to Rich, he is
one record saying this about not taking any action at
all, and that the State should at least decide to do
something, whether it be illegalize online casinos or
create tax legislation that could go into effect if and
when online gambling is legalized. And, according to
Rick, based on what he's been seeing, it's very likely
to happen. Now, as for the Iowa Racing and Gambling
Commission, which controls some seventeen casinos in the
State, they are neutral to the idea of online gambling.
In other words, they have probably already got a plan up
their sleeve to dominate the online gambling sector
within State borders. According to Frank's bill, that is
indeed what would happen. Individual State's would have
the power to either regulate or ban online gambling.
Whether or not there are provisions for prohibiting
protectionism is not yet known. While online gambling
regulation sounds like a great idea, depending on how it
all goes down, could end up being a huge burden for the
folks who are currently helping the industry thrive
without the big names like Harrah's. |
