Anyhow, if you’re totally cool like me (I’m talking Lady Gaga coolness here) and already have a subscription 🙂 then you will have noticed the latest issue has a good chunk of information about Curacao.

For all the online bettors reading this, Curacao probably rings a bell. And no, I’m not talking about it’s appeal as a beautiful place to vacation at (FYI, Curacao is a Dutch Caribbean island, and consequently, a beautiful place to vacation at). But Curacao is also a key player in the “international” online gambling industry.

Being one of the first jurisdictions to regulate online gambling (1993), Curacao has steadily developed into one of the most sought after jurisdictions for online casino operators looking to set up shop while offering some degree of regulatory credibility to their players. These days, as pointed out in iGaming News, Curacao is being viewed as a top contender for betting site operators looking for more reasonable licensing costs and tax solutions (without being a tax haven). Curacao does not impose separate taxes on gaming revenue, while only subjecting an operators net revenue to a 2% tax rate.

But it hasn’t always been that way. Being a jurisdiction where many operators chiefly do business with U.S. players (much like Antigua & Barbuda), the passing of the US online gambling ban, aka UIGEA, not to mention being left off the UK Gambling Commission’s white-list, sort of put a dambper on Curacao’s rise as an internationally recognized regulatory jurisdiction, albeit a handful of popular U.S. facing online casino operators have been holding up here since the beginning.

However, now that the UK’s bilateral regulatory policies, which permitted white-listed operators to do business with UK citizens without requiring them to hold a UK license, are not being embraced in other EU countries like France (where a National regulatory policy is serving to protect State-run interests), Curacao is being seen in a new light. With the possibility that operators will likely need to hold multiple licenses in order to do business in EU countries with non-bilateral regulation, Curacao could very well become the “go to” destination for operators looking to expand.

So, if you’re a player and have ever wondered why so many online casinos are setting up shop in Curacao, that’s why. It’s not because there is no regulation (which is currently the case in Costa Rica, although that could very well change in the near future). Essentially, it all comes down to affordability, while maintaining credibility. In a market where national regulation is fueling State-run monopolies and overrunning a more internationally friendly regulatory regime, Curacao’s E-zone co-location services (which permits online casinos to operate in other regulated markets – pending, of course, on the laws of said regulated markets) is looking very promising. With the chances of a UK white-listing very likely, as well as e-Commerce Parks approval to host online gaming operators licensed by the Alderney Gaming Commission (which is already white-listed in the UK), as iGaming News points out, “The Return of Curacao” is imminent.

Turning to Curacao & Cyberluck for Some Answers About Online Gambling Regulations and Dispute Resolution

You might recall OCS launching a blog series not too long ago about online casino transparency and raising the bar for U.S. operators in fostering player trust, not to mention getting clarification on how exactly one can tell if an online casino is offering a safe and fair hand. Well, needless to say, we have been very busy here at OCS doing all sorts of things, not the least of which is investigating player complaints posted on our forum.

We recently received a complaint from a player who is owed some big money (over $80,000) from an online casino (not listed in the OCS casino reviews directory, by the way). Considering this casino uses the same software platform as other online casinos approved here at OCS, and is licensed/regulated in a jurisdiction that governs many OCS-approved US online casinos, we decided to follow up on this complaint and see if we could get some answers to some questions that have been long overdue, not to mention helping this player get paid.

Immediately below is a copy of the email we shot off to Cyberluck NV, which is apparently the Master License holder for online casino operators regulated in Curacao (Netherlands, Antilles). We also sent an email directly to Rival Gaming Software (both emails pertaining to the above mentioned complaint). So, without further ado, here’s the email (still awaiting a response):

Hello, My name is Devon Chappell, and I am the Director of Content and head investigative journalist at the popular online casino reviews directory, http://onlinecasinosuite, aka, OCS. If you are familiar with OCS, you will know that we list a large number of Curacao-regulated online casinos in our directory, providing favorable reviews of who we consider to be the best casinos on the Web. In fact, being a high ranked portal on all the major search engines, many of these casinos receive a large share of their traffic through us.

Vegas Technology, Rival Gaming and RTG-powered online casinos are all listed in our directory, and to date, most all have have performed admirably with players, generating hardly, if any, legitimate complaints. However, since our integration of a complaints forum at the beginning of the year, we have indeed noticed a rise in complaints from players who gamble at some Curacao regulated online casinos. Perhaps this has always been happening under the radar, and now only recently coming to our attention with the application of our new forum.

As I’m sure you know, RTG Software has a dispute resolution service for players – Central Disputes. However, Vegas Technology and Rival do not have any channels for lodging a complaint to my knowledge, and neither does Curacao.

That said, it would be greatly appreciated if you could share information with myself and OCS readers regarding how online casinos are regulated in Curacao (not just licensed), and how players can lodge complaints about casinos not paying out.

I’ve heard that Antillephone NV provides regulation. Is that true? If so, perhaps we should contact them directly?

To make a long story short, we are particularly concerned with a complaint posted by one player under the username of GID88 at Rival Software powered This is Vegas Casino (which does not link to a gaminglicenses.com license validation page, by the way). This player won a jackpot worth approximately $80,000 on the slots but was denied his payout because a chargeback was made on this player’s credit card at another Rival casino (SlotoCash).

We contacted SlotoCash, and they confirmed the chargeback did indeed appear to be a security breach out of the player’s hands, and that the player, being a VIP at that, was permitted to continue playing at SlotoCash pending a freeze on his account to avoid any further security breaches. The player stuck around, the account was unfrozen, and he continued wagering with SlotoCash, only to later give ThisIsVegas Casino a try.

It now looks as if ThisIsVegas is using this “incident” as an excuse to not pay the player their rather large jackpot win. A representative from Rival Gaming Software apparently told the player that the casino’s decision is final and payout could not be forced. And yet, as I said, Rival has no channel for posting complaints on their website.

Now, I would think that the jurisdiction in which ThisIsVegas is being regulated (Curacao) would have some kind of channel for at least posting a dispute resolution request? This is certainly the case in other jurisdictions providing regulation for online casino operators.

I apologize for such a long email, especially considering this may not even be the appropriate email address for doing so. However, as I said, it is difficult finding information about how online casinos are licensed and regulated in Curacao, let alone where complaints can be posted. For example, the UK Gambling Commission has a complaints submission form directly on their website. If you could please direct me to where we can help this player file a complaint through Curacao’s channels, let alone perhaps looking into the complaint yourself, that would be greatly appreciated!

Curacao eGaming Licensing Authority Issues Logo Validation Seals for Online Casinos

curacao_egamingFor anyone who pays attention to the credentials on online casino websites, you might have noticed the Curacao eGaming Licensing Authority logo popping up more often. That’s because Curacao is apparently getting its act together. A popular regulatory jurisdiction for U.S. facing Vegas Tecnology powered online casinos, Curacao hasn’t necessarily been at the forefront of online gambling regulation. Although they have been around for some time, they certainly were never in the same league as Gibraltar, Malta or the UK Gambling Commission.

And while they still are in the minor leagues, so to speak, it’s reasonable to say that Curacao eGaming does just as good a job as Antigua & Barbuda and Kahnawake Gaming Commission at regulating online casinos. They’ve simply been under the radar, mainly because nobody really knew anything about them. And said internet gaming license is issued in one place and one place only. Formerly known as Cyberluck, Curacao eGaming is the Master Licensing authority appointed by The Netherlands Antilles Department of Justice. In other words, if you want to start an online casino and have it regulated in sunny Curacao, you will need to go through Curacao eGaming (curacao-egaming.com).

Now that Curacao is finding itself more on the map, it’s pleasing to see they are making motions at becoming more transparent, and holding online casino operators to the same standards of transparency. This is precisely why you will see their logo showing up more often as I mentioned earlier. Curacao licensed online casinos, such as Go Casino and Crazy Slots, are now required to display the Curacao eGaming Licensing Authority logo on their homepage, which links to a certificate page citing whether the online casino’s license is valid or invalid.

A valid certificate means that the software platform being used is compliant with jurisdiction requirements, i.e., proper functioning of the RNG and fair odds. The only thing I am unclear about (and something which I intend to email Curacao eGaming about) is that there are no specifics about ongoing compliance regulation posted on the Curacao-eGaming website. The link to a valid certificate goes to a gaminglicenses.com site maintained by another Curacao-based company and CIGA member, Antillephone N.V. In other words, it is AntillePhone N.V. that provides the actual eGaming licensing supervision.

So then, the next step at becoming a transparent regulatory jurisdiction with best practice standards in place – if you ask me – is for AntillePhone to explain exactly what they are supervising and how they are going about doing it. In the meantime, I strongly believe (as do many happy players and professionals in the iGaming industry) that Curacao licensed online casinos are providing tight regulation and ensuring online casino operators are providing a safe and fair hand.
