Harrah’s Chester Receives Fine Order for Underage Gambling

Harrah’s Chester Downs is one of ten casinos in the state of Pennsylvania. And it seems to be a brick and mortar casino that is set to not learn its lesson when it comes to preventing underage gambling.

After being busted several times for underage gambling, Harrah’s Chester was fined a total of $70,000 in October of last year. That was for seven instances of underage gambling happening on slot machines. It seemed the problem was in a certain laxness in how staff verified the age of those obtaining player tickets for slot machines.

But here we are in June of 2011 and just this past Wednesday Harrah’s Chest was fined yet again for underage gambling. This time the incident happened in November of last year, less than a month after they were slapped with their $70,000 fine for the same offense. You would think they would have learned their lesson. Perhaps they did though. This most recent underage gambling incident involves their blackjack tables.

The young man had been playing at the blackjack tables for ninety minutes before he left the table. After leaving the table he tried to obtain a player’s card for Harrah’s to accumulate comp points. It was then that he was discovered to be only nineteen years old; players must be at least twenty one years old in order to gamble.

And even though the young man was caught and removed from the casino, Harrah’s still got hit with a fine for the ninety minutes the young man played blackjack. Reports indicate that Harrah’s was agreeable to the fine, understanding that again the laxness was on the part of their staff in a breakdown of policy. The fine was agreed upon by Harrah’s Chester and the Gaming Control Board’s Office of Enforcement.

Hopefully Harrah’s Chester will be more diligent in checking the age of those who enter their casino floor. But this does bring to mind all of the fuss being made over preventing underage gambling online and problem gambling, which anti-online gambling lawmakers are touting to serve as a road block to prevent regulation. Those lawmakers might want to turn their eyes to the underage gambling problem that seems to be happening in brick and mortar casinos in the States.
